Port -au- Prince, one year after the January 12th, 2010 earthquake. Despite massive intervention of NGOs and the UNHRC, the situation in the Haitian capital remains dramatic. The rise of refugee camps scattered around the city, even in Champs de Mars near the former presidential palace, has contributed to the increase of difficulties existing prior to the earthquake: organized crime, poverty, prostitution, sanitation and disease. The main criticism is a seemingly apparent lack of organization between the various NGOs operating without common logistics. The first major project opening was the market hall built by Eiffel. The inauguration hosted important guests such as former U.S. president Bill Clinton and actor Sean Penn.

An outbreak of cholera was blamed on the Nepalese troops brought in to maintain security in the capital.

The return of Jean -Claude Duvalier, known as Baby Doc, created many public policy problems, particularly in view of the first presidential election that saw Michel Martelly as favorite.
